Lieut-Col. Charles W. Burlin, former district engineer of the Army Engineers, Philadelphia, died recently at the Walter Reed Hospital in Washington. Funeral services were held in Fort Meyer Chapel and interment was in Arlington Cemetery.
   Colonel Burlin, a native of Massachusetts, entered the Army in 1917 as a second lieutenant in the engineering section of the Officers' Reserve Corps and served in the World War. He was appointed district engineer at Philadelphia in 1938, succeeding Col. John C. H. Lee. Colonel Burlin was promoted to major in 1938 and in 1940 was made a lieutenant colonel. Col. J. B. Vaughan, Jr., succeeded him as district engineer two years ago.   Colonel Burlin is survived by his wife, Mrs. Eva H. Burlin, of North Chatham, Mass., and three sons, Cadet Robert N. Burlin, Midshipman Charles W. Burlin, Jr., and Richard H. Burlin.
