Florida Today, 19 March 1991MELBOURNE -- Retired Army civil engineer, died Saturday, March 16, at home.Col. Burlin moved to Brevard County last year from Concord, Mass. The Fort Monroe, Va., native spent more than 30 years managing the design and construction of major engineering works, some in particular involving rapid transit, railroad, nuclear power, airfields, radar, missiles and military bases.During his 28 years with the Army Corps of Engineers, Col. Burlin served in Burma during World War II on construction of the Ledo Road and in China on the building of Air Force bases. He commanded engineer combat units in Germany for two tours during the Cold War. He was deputy director and acting director of the Army Construction Agency in Vietnam in 1968 and 1969 with responsibility for building roads, air fields, ports and bases in the war zone. He retired from the Army in 1971.After developing and managing mass transit, highway and port projects for Parsons Brinkerhoff in New England, Col. Burlin moved to the Ralph M. Parsons Co. in 1981 and was senior project manager and manager of special projects, field operations, in New England until 1987.He was a graduate of the Massachusetts Institute of Technology and a member of the American Society of Military Engineers, the American Society of Civil Engineers and the American Nuclear SocietySurvivors include his wife, Katherine Burlin of Melbourne; daughters, Ann Burlin of Wooster, Ohio, Mary Jane Haden of Sudbury, Mass., and Patricia Kennedy of Vienna, Va.; brother, retired Navy Cmdr. Charles Burlin of North Chatham, Mass.; and five grandchildren.No calling hours are scheduled. Services will be in Arlington National Cemetery in Virginia. Brownlie and Maxwell Funeral Home in Melbourne is in charge of arrangements.
